The first thing I would do is take some lukewarm water, mix it with an equal 
amount of Karo syrup (or you can use Pedialyte), and use a syringe or eye 
dropper to dribble it into the dog's mouth.  Watch her carefully after she's 
had some of this mixture.  If she vomits it up, she NEEDS an emergency vet 
NOW.

If it stays down, continue giving her a little frequently, i.e. an 
eyedropper full every hour.  Offer food a few times.  Try something 
different, like cottage cheese, plain yogurt, or applesauce instead of dog 
food.  If the sweetened water does not stay down, your dog MUST see a vet. 
Small dogs dehydrate VERY quickly.

If the dog is keeping the water down but still not eating, I would 
definitely call your vet tomorrow *first thing* and get some advice as to 
whether she needs to be examined, or whether he advises just trying some 
particular food.

PLEASE do not give the dog cat food.  Lack of appetite and vomiting bile can 
be a sign of pancreatitis, and high-fat cat food could make it much, much 
worse.
