I don't have experience with dew claw removal, but...

Has he urinated yet? If not, take him to a vet immediately. I would
want some lab work done and maybe an IV. Urine output is a critical
sign of well-being. Good urine output means that the internal organs
are being perfused. Poor urine output means that the kidneys are not
being perfused (and thus other internal organs) and that the kidneys
may be shutting down.

As far as the tenderness of the front foot, it may be that he just
isn't happy with it yet. Imagine getting your toenail removed for an
ingrown toenail. Tenderness would also depend on if there was bone
involved. Some dew claws aren't completely connected; others are.

I don't know how the legal system works in the vet world, but in
people, that is a wrong site surgery which is a sentinel event in
hospitals requiring immediate reporting and investigation and likely
a lawsuit or a settlement. I can't imagine a health care provider
deciding to remove ONE front dew claw unless there were a problem
with it. Why anyone would ASSUME you meant the front one in such a
case and not give you a call to confirm is awfully odd.
