Sheila..these little guys can be stubborn at times.  When she does  what you 
ask do you give her the treat right away?  Try rewarding her for  even making 
a step or "thought" in the right direction.  Once she begins to  do it for 
short periods (like seconds) try making her maintain the position  longer over 
a 
period of time...until she eventually gets it.  My Lox is  trained to "watch 
it".  Which is my way of getting him to self stack on the  floor.  He knows 
that if he lunges or moves forward for the treat...he will  not be rewarded.  
So 
he will stand like a statue just looking at the  treat.  Even in the 
kitchen...when there are three other  Chihuahuas lunging and jumping up for the 
treat...he will stand back in his  position because he knows that HE is the one 
that 
will be rewarded.  
 
This technique did come back to bite us in the ring  though...LOL.  I baited 
him to self stack when we first went in the  ring...I then needed him to walk 
with me around the ring (I had not given him  the treat)...I said "lets go"  
that bugger would not  budge...because he was trained to wait until the treat 
came to him before he  moved.  So.....I had to hold up the judge until he got 
his little tidbit  and then he was ready to go...But I digress...Good luck with 
the  training.
