My last chi......Lady.....was flea free too.....but everytime we took 
her fishing she would start itching. A friend said sge was picking up 
sand fleas where we were fishing. I couldn't see them, but she was still 
itching. So I gave her a bath with flea shampoo, waited 3 days and put 
Frontline on her. She stopped itching until we took her fishing again. I 
repeated the process again and stopped taking her fishing. By the way, 
this was in FL. I have never had that trouble here in TN with sand fleas.
