Yes, unfortunately, they are.  I couldn't pull them with 7 dogs at my house.  I 
just keep putting the word out in hopes that someone will be in need or a chi 
rescue will swoop in and grab them.  Unfortunately, when you are in rescue, 
this is one of the downsides.  I love happy tails but they don't all end that 
way.  There are days when I have to wonder why I do this..then I save some and 
know the answer.
