Thanks for all the advice. We do have a crate... and he's potty
trained. He only stays in the crate at night or if we're out and the
weather is bad... the fact of the matter is that as soon as he is free
from the crate he runs around to mark immediately! Then he just plays
and acts as if nothing happened.. it seems to have become an OCD of his.

The belly band is great advice.. I know that it's gonna be almost
impossible to re-teach him about marking.. but this way it won't stain
anything! I made three of them as soon as I read the post about them.
So simple...(i sew often for my girls so I had fun fabrics and velcro)
He doesn't mind his band at all.. and the one time he marked this
evening with it on nothing came through.. just a wet band. Luckily I
made three.

Thanks again!
