It is weird how some dogs will do it and some won't. I have even seen
neutered male dogs start marking after years of not doing it.

Correct, a male dog who has started marking will not stop the behavior
immediatly upon 
being neutered. The intact male dogs just don't have the dominance thing in
them to 
begin with.
