My huahua friend did the biting too when he was a baby.

What I did worked, but I felt sort of foolish doing it.

When he would bite me, I would yelp, just like a little puppy. The first
time I did it, he gave me a quizzical look. The second time I did it, he
understood he was hurting me and he quit. I would yelp anytime human skin went
in his mouth, whether or not it actually hurt.

Consistently, when I would yelp, he would stop. Now when he wants to play,
he will growl and pretend to bite, but he just pretends. He never actually
bites and it is always in fun.

The only exception to this for him was stocking feet. There was just
something irresistable about moving socks. He wasn't interested in biting the
toes inside, but he loved to chase those moving socks around the floor! When
he caught them, he would nibble on the seams near the toes, but not the toes
themselves.
