Chi's are not gona do well outside. They will get to hot in summer and to cold in winter. A bad case of fleas might kill a small dog. Hawks have tried to get my dogs when they went outside to potty and that's with me standing in the yard. I would try hard to convince your dad that your pup needs to be inside. if he will not let a dog stay inside maybe you should find a new home for your Chi and get a bigger puppy. Betty
