I can buy a frame (not real expensive) at stores like Petland, etc. that holds
at least Dog Pads and/or Newspapers down. However, that maybe just along the
edge and he could possible pick up and pull in the middle.
1 reason I Love the Whiz Dog is just what you are talking about, as it
covers, completely a newspaper and/or puppy pads. However, u do NOT need to
invest in the Puppy Pads or use newspapers if you wish not to. I prefer to use
newspaper because it does soak up the urine.
Once u pay for the complete Whiz Dog there is really no more expense like
Puppy Pads and litter etc. However, it is a MUST you follow the Whiz Dog
instructions until puppy gets use to it. If your interested go to

put it out, Cesar was delighted, "what wonderful toys or is it food?", he
tossed the pellets around and then started eating them. So, I put a pad over
them. He would step into the box but would back out when he heard the
crunching noise the pellets made and would poop on the outside by the box. So,
I threw away the litter/pellets
and started using newspaper. It works fine, unless Cesar decides to pull it
out and shred it up! We're working on it and he's getting better about leaving
it alone and using the box lined with newspaper.
