Same thing happened to my Cesar, at about the same age. I took him to the vet and he said it was "probably" being caused because he had fleas (even though he had been treated weeks before). I treated the yard with nematodes, the house with diatomaceous earth, and him with a different flea medication and I think maybe I have finally got rid of the fleas, at least I hope so. So, we'll see if his coat improves. When I talked to the breeder, she thought he was just losing his puppy coat, although she never told me that could/would happen when I got him. Gloria
