Do not be the least bit concerned about your chi's ears at this point. Some 
chis are early bloomers whose ears tend to stand straight from day one, others 
are late bloomers who don't have standing ears till they are close to a year 
old. Most are somewhere in the middle :-) 13 weeks is no where near cause for 
concern :-) Also, do not be concerned if they do start standing, then fall 
again. The up and down is all normal as well...especially while they are 
teething. 

Taping does help speed up the process and strengthen the ear muscles IF you 
know what you are doing. However, from personal experience, let me say, if you 
don't know what you are doing, then leave it to nature. I tried it ONE time and 
I screwed up and messed up the ears of one of mine. Now, one is up half the 
time and the other is rarely up. It would have been fine if I had left it 
alone, but I got in to big a hurry to wait for nature. At the same time, those 
who know what they are doing can have great success with the taping. I am just 
not one of those who knew what they were doing :-)

As for food....there are many great brands out there. I think it is a personal 
preference and you probably need to experiment to see what works best for you 
and what your chis like best, ect. No two experts seem to agree on what food is 
best.
