I agree 100%!!!  I've learned my lesson with vaccinating one of my chi's and 
I'm totally against getting them vaccinated after all their puppy vaccines.  I 
only get the Rabies because of the requirement by law.  You're also correct 
about it varying by state, I believe it is different for each state.  
Unfortunately, I don't get out of Delaware much :-)

rabies shots varies from state to state. Some still require yearly.
Luckily, I live in an area, that despite LAW, there is no enforcement! ! I
NEVER give a rabies shot. My chis are never in a position to come in
contact with a rabid animal, so I do not see the sense in risking it. As
for other vacines, I give a full round of puppy shots, excluding the
lepto. After all the puppy shots have been given, I do not vacinate again.
I do not give adult shots unless I happen to get an adult with a
questionable vacination history. I think the puppy vacs protect them much
longer than vets would have us to believe. I do think puppy vacs are
needed, but I do not think yearly vacs afterwards is a good idea.
