Is the 6 month old play biting? Sometimes it is hard to tell.

I bought another chi that is 9 weeks old and my 6 month old is trying to
bite her!:( What do i do to discourage this? Also, I feed my chi pro plan
but the new puppy is on eagle pack. With is a better brand?
