What I did with Gizmo (he's pee pad trained) was only give him a little freedom 
at a time.  I blocked off the rooms I didn't want him to potty in and kept the 
pee pads in the ones that he could potty in. At first I opened up one room at a 
time when I knew he was using his pee pads.  Eventually I let him have access 
to all the rooms
 
Now, he knows if there is not a pee pad in the room, he cannot potty in it.  
Also, my husband built a little cardboard "runner" to go around the bottom of 
the bed (underneath the bedskirt) so that Gizmo can not get under there.

hi  i read your email,  i didn't answer because i dont have the answer.  mine 
are trained for pee pads but it is a hit and sometimes miss.  i woul try this, 
but if she is going in one place put a pad there and as she goes on the pad 
move the pad a little at a time till you get it where you want it. this takes 
time.  but when i di a toltal remodel this is what i had to do.
