I dont think that is encouraging irresponsible breeding....once the dog has been bred once, the likelihood she is already pregnant is very high. Can't "undo" that. well unless she aborts. What Joyce is trying to say is that since it is too late to stop it from happening, it is safer for the mom if there is more than one pup. A singleton is likely to be bigger and the bigger the pup the harder to deliver and the higher the chance she wont be able to free whelp....so to lessen the chances of a single pup, another breeding is recommended.
