My old dachsie had the same problem...it was flea dermatitis, allergy to fleas. Our vet tried just about everything but she never cleared up until we moved from NC to Colorado. We're at about 5800 ft and fleas don't survive well at this altitude.

What are you doing for flea prevention? Hamburger grease is not good for the dogs. It won't do a thing for the dry skin.
