My mother has a Yorkie as does my BF and they get along with other dogs all the time. My mother's Yorkie and Bogie my chi are best buds. I don't know where she read that but it was one of those sweeping general statements that lump together and label to the detriment of the dog Would need more of the story to understand why the Yorkie went after the baby.
