Did you taken her to the Vet when you saw the first one?  Their are many causes 
for lumps, and only a vet can tell for sure what they are. I would get her to 
one before it gets any worse. She's really kinda of young to develope them. 
Hopefully, it's just an allergic reaction to something that can be corrected.

My 1-year-old spayed female Chihuahua has been developing lumps under her skin 
for several months. Usually they are soft and moveable but she has now 
developed one near her lumbar spine that is hard and immoveable.
