Several months ago one of my Chi's was diagnosed with collapsed trachea
seen through an  x-ray.  He would "honk" a lot some days more than
others.  When he seemed to have trouble catching his breath I took him
to the vet.  The vet ordered him to be on a strict diet of Hill's ID and
no more table food.  He said he has had this condition for some time and
must lose weight, that this would help him breathe better and live
longer.

Any exercise is likely to fatigue him.  They can have some similar
symptoms like the coughing or "honking" when they get excited or drink. 
But most reverse sneezes don't cause gagging or affect them for more
than a few seconds then they are fine...Collapsed trachea can be a real
issue where reverse sneezing is pretty common and does not cause any
problems for the dog...they should be their normal self immediately
after a reverse sneezing episode.
