Not all the rescues have such tight standards. The one we got our first rescue 
from NEVER asked if our lab pair were intact. I actually allowed them to call 
my vet and they didn't ask them either. So when she did a home visit and I fell 
instantly in love with our Chibbie she said no deal because of our labs. Well 
lucky for me I had the resource to have them fixed ASAP. I called the vet and 
it was done within three days. However she was nasty and soured my opinion of 
rescues for a short time. Since then I have discovered there are some that will 
use common sense. The rescue we just formed take all information into 
consideration. 

About spaying little chi's

I have two chi's that are under 4 pounds. 
The Ohio University of Veterinary Medicine in Columbus offers support, 
referrals and actual treatment of many situations. They refer to specialists 
that perform tricky spays. Both of mine have been spayed and neither have 
suffered a problem. My personal vet wouldn't do my other chi's until they were 
at least 5 pounds.(this is common) These girls came from a Amish puppy mill and 
the smallest was in labor one large chi puppy she could no way pass. The owner 
surrendered her to a local rescue that took her within a couple hours to 
Columbus and a specialist spayed her.(the puppy was not able to be saved) She 
is now a wonderful healthy 3.05 pound 2 year old! 

Most rescues should at least listen to your side. I suggest talking to them 
personally. I know with most of the groups you contact through email and rarely 
speak to a human. But maybe they will hear you out.

My group tries to work with the people because we are interested in good homes 
and forever home. We deal with the local Amish trying to get as many female 
dogs out as possible. We try to avoid placing until we have them spayed but 
again it depends on the situation at hand.
