I had the same problem with my male, Desi.

I would put him outside to go potty and he would go out about 5 feet, then
turn around and come back in.  It was very hard to figure out what to do.  I
then would put him outside and go look out of a window and watch what he was
doing.  He would just walk around on the patio back and forth and then stand
by door and stare at it (I guess he thought it would open if he stared at
it) and then after 20 seconds repeat the entire process.  So, the first day
that I did this, it took him about 20 minutes before he actually went potty.
I gave him a little treat and praised him.  The next day, I tried the same
thing, and the next and the next.  Each day he caught on a little earlier
and he would go potty in the rocks, and I would give him a treat.  He didn't
know what he was getting a treat for because he then started walking to the
end of the patio and then stepped on the rocks and then came back to the
door expecting a treat.  Since then he has learned that it is going potty
that gets the treat.  He would not come in the door unless he had his treat
(very smart boy!) Then I would toss the treat a little bit away from the
door and he would come in to get it. 

Dolly loves to lay outside with the sun hitting her.  So, in the mornings
she wants to go outside and  Desi wants to eat.  So, after Desi eats, he
runs to the back door and goes outside with Dolly and usually will pee
within 30 seconds of being out there.

Both of mine go potty outside and I also have potty pads inside.  This helps
me enormously because my spine problems sometimes have me in bed most of the
day and not having to get up and go across the house to let them in and out
is a huge plus!  If they have to go potty at night, they use the puppy pads
instead of waking me up.

I have a female chi who is 18 months old. I am having a really hard time
potty training her. She is kept in a kennel when we are working, and when we
get home we put her right outside to go potty. She sometimes will come right
back in and run off to pee somewhere in the house. I praise her when she
goes outside. She pees mostly, and poops once in a while. I do have potty
pads inside in case (usually for night time). She sleeps in our room with
our other dog, and pees on her potty pad at night. Any suggestions? I'm so
frustrated!
