Is she your only dog?  Is she still a puppy?

When she does use the puppy pad, praise her up and down when she is going.
Then give her a tiny treat as a reward.  Once she gets the idea that it is
good to use the puppy pad, the treats should be every other time, then every
fourth time and then she will forget that she is supposed to get a treat.

This has happened a couple of times. When I take my Chi out for a walk she
doesn't pee or only goes a little. My daughter just came down and said she
laid in her bed and pee'd . One night she was on my lap and all of a sudden
my pant leg was wet ( and not a little )she looked like " what did I just do
? ! " I have pads on the floor and picked up some spray for her to "go here"
but she sniffs and walks away. She has been coming to me and jumping on me
and I do take her out but she just sniffs and walks away. I don't want to
take her out at 4 a.m. and freezing out there even with a coat on and all
that snow ! So I try to get her to use the pad. Is there anything I can give
her or do before she gets to the vet ?
