Anesthesia is not necessary to microchip a Chihuahua. Desi was microchipped when he was 8 ½ weeks old in the vets office without anything. They just insert the chip with a hyperdermic needle and all is well.
I think that perhaps some vets are trying to make money by saying that they want to do it when they spay/neuter. What happens if your puppy gets away at 2 months or 3 months wouldnt you want him/her to be scanned and get back to you? If she is in heat, you can not get her spayed, because that may cause her to hemorrhage. And no decent, good Vet would perform a spay on a dog in heat anyway. They usually like to do the microchip when the dog is under, so you may have to wait on that too. Princess who is my Eskie had her microchip done when she was awake. It did hurt her for a second. But I was told by my Vet that they prefer to do the small dogs when they are under anesthesia, as the needle that they use is much larger in order to hold the chip, and it is a lot less painful for a small dog that way.
