That's because stress weakens the immune system that is needed to  fight 
such illnesses as kennel cough and most shelter dogs are highly  stressed.

Stress  tends to be a major trigger which is why the disease is so rampant 
in shelters  and places like kennels, boarding facilities, vet offices, and 
grooming  boutiques. You can have shelter dogs side by side and not every 
dog will get  the cough. There are cases of nose-to-nose contact between 
healthy and  unhealthy dogs without the disease  spreading.
