            I too am a fairly new chihuahua owner. I have always had dogs but 
not little ones. I live in a small town in Manitoba north of Winnipeg and we 
too live a quite life.  Our chihuahua is now 1 1/2 years old and lives with an 
older large dog, cat, rabbit and rat.  They all get along. In terms of the 
toilet training I hear your concerns  and desire for her to not go in the 
house. It took our Malenka (means little in Ukrainian) at least 8 months or 
more. In the winter if it's really cold, when I take her out before bed if she 
does not pee fast enough (Because at -30 or  more she'd turns into a popsicle 
and lifts her legs and falls over. Don't worry I am right there to pick her up. 
I love her to bits too) she would have accidents over night. 
        Just recently we went away for 2 nights and had a friend house sit. 
Malenka refused to go outside, she does not like strangers in her house. For  a 
few weeks when we got back she had accidents over  night. My point in telling 
you all this is I think it can take time  for them to get the hang of asking to 
go outside and can have set backs. 
      You might want to seriously think about giving her freedom in the house 
and keep a close watch. Thats what I did. You'll see that she'll  probably have 
a certain behaviour before she pees.  When I saw this or even if a missed it 
and she was peeing I'd pick her up and run to the door. Once outside I'd say do 
your business. When she would  did pee or poop outside on her own I'd make a 
big deal. I would also guess that if she is leashed in the house she may not 
pee because she won't want to be close to her own waste. And this may interfere 
with her learning. My guess only. At some point in time you will have to 
unleash her and why  not do it while the weather is nice. I am not sure what 
your winters are like. 
        In my  experience it does take then longer than larger dogs and I too 
was getting tired of the accidents. Your chihuahua is still a puppy and a human 
toddler would still have toilet accidents and be in diapers. Just a comparison.
