Have you had blood work done! Those symptoms could also mean low thyroid. I had a Golden Retriever with low thyroid and she itched to the point of licking and biting bald spots into her skin. This lasted for months, and nothing we or the vet did solved the problem. Her thyroid was at the bottom end of normal. We put her on thyroid meds and it cleared up in a few weeks.

His vet suggested a miniscule dose of liquid benedryl to see if it helps. It made no difference over several days use. So Doc said it probably is not allergy related. [I could pay for a blood test for allergies if I "absolutely WANTED to" but most likely we're just dealing with dry skin and sensitive eyes.] I have added a touch of olive oil to his diet and just wipe his eyes.
