Nope...People like that should not be allowed to own pets. If they don't have consideration for their neighbors, I can't believe they would be responsible for their pets needs.

They may be nice, but they are obviously not considerate neighbors if you have to clean up 13 piles everyday! Not my kind of neighbor, LOL!
