Same thing that has always been going on there.....to many people breeding their chis for money and they end up in a shelter. Plus the fact that they don't spay and neuter them. There is another shelter there that is constantly overloaded with chis, and way to many of them are put down every month. You can walk some of the streets in CA and I bet you can find at least 2-3 chis per week that are running loose. It is constant, and has been like that for years. :(
