I am surprised that they released him without neutering first, as I thought that was their policy. Maybe he is a wee pad or a newspaper pad dog. Peeing on the couch is unacceptable. Guess you will have to confine him and totally re-train him. Stays usually do have to be re-trained. They forget, and then they are basically taught to pee in a cage, when they are in a shelter cage, since they are not walked or moved to a different area. If he is under two then you should be able to unconfuse him by re-training him. He should train within a month at his age. LOL, the fun of puppies!!
