This is an owner problem not a dog problem. Pets  shouldn't be allowed to 
"roam". I agree with the never off the property answer.  If you have no 
fenced area than the dog shouldn't be allowed out off leash. This  is asking 
for 
a disaster. 
 
I leash my dogs to go from the car to my front door. I  know of too many 
horror stories to allow them yo go off anywhere on their  own.
