going to get hate mail over this one i know.........
so sorry in advance.
i had one that was doing the same thing..........
.squirt bottle had no help.
I very loosely rolled a few sheets of newspaper together and busted his but 
with it...........
the loosely rolled newspaper makes so much more noise than hurting the chi....
took 4 butt whoppings then the problem was solved.
 
all my 5 chis are unruly......discipline right out the 
window....................
when I have big dogs they were extremely well trained but...............
guess my brain was out to lunch with these!
Will not tolerate fighting at all...........well shouldn't say that the 
dominate female has to set one or 2 straight occasionally.............
i watch like a buzzard at the last meal to make sure it is just discipline and 
not a real fight. when Cricket tacked the dog down and is standing over it 
after 3-4 sec I make her leave. But it is many weeks before she has to do it 
again.............she even will do it to a male chi/Boston mix(rescue) that out 
weighs her by a good 4 lbs.
 
I would be happy if I could just stup them barking.........!!
