If I were a chi, or any dog left outside 24/7  I would bark all day and
night too!  Hasn't anyone reported them being outside 24/7?  Chis don't
belong outside for that long.
Has anyone checked on them to make sure that they are being fed and watered
well and have shelter from the heat??  

I had a neighbor that had a small terrier mix. He was adorable, and very
friendly, they also had two other large dogs.  When the wife was at work,
the hubby would leave the little one out there all day, and with no shelter.
We had a rain and ice storm and that stupid man still didn't bring in the
dog.  Poor thing was out there for an hour and I couldn't take it any longer
 I walked over there and called to the owner over the fence and said ''you
forgot to bring your dog in, he is shivering cold''   He complained that the
dog wouldn't come to him. Can't say I blamed the dog, I never liked him
either.  So I walked around, called the dog who came to me and handed him
over to the idiot.  Next day, sure enough with over a foot of snow still
coming down, he left the dog out there again.  So I got pissed and called
A/C.  This guy was doing this for months, before I said anything to him or
A/C.

They came around and the stupid laws here say that as long as a dog has
shelter and food and water they can say outside no matter what the size of
the dog or the weather.  They bought the dog a small plastic dog house,
which he never went into, and which would get buried in the snow, along with
his frozen water.  So one day, I talked to the wife and asked her if she
wanted to rehome him.  She said they were moving and she would be home
during the day, so there wasn't a problem.  That poor dog already had lost
an eye because of all the junk they had in the yard close to the fence where
he would run and bark at people as they passed by.  The hubby always took
good care of the bigger dogs. He would brush and play with them outside, but
he clearly didn't like the little one.

There is def laws on barking dogs and noise in general. No loud noise after
10p.m. and before 7 or 8 a.m. My neighbors have a supposed Chi who they left
outside 24/7 and who barked non stop. Then their grown daughter left her
supposed Chi and it was a duo. My 6+ don't make as much noise and their
other neighbor complained. She came to my backyard fence while I was out
reading and said that isn't your dogs barking. Nope, I keep on my guys.

FL must have some pretty strict laws. Wonder if he is a yapper, and if
neighbors constantly complained. Is there a law for barking dogs in FL?  
Hope they gave the little guy a blanket......he really needs one.

Well unfortunately this little one has a story.  A story of moronic owners .
He is being held for citations.  So the owner has 30 days to decide to pay
up or go to court to contest.  Shelter won't say what the charges against
the owners are but it could be anything from no rabies tag to biting someone
to letting him run loose and be a nuisance.  Meanwhile this scared little
guy has to stay in this environment.  Grrrrrrrrrrrrr..

This is the little one I am keeping an eye on .  He just arrived today and
they won't release for adoption until the 11th.  I am going to see him
tomorrow if he is still there and put my name on the list..
