Ann, that is absolutely true for most dogs.  When Desi's allergies went 
systemic and was having the hives and the serious falling out of his fur, it 
was a combination of the oatmeal bath, the Lipiderm, and the Benadryl.  The 
thing that actually calmed him the most was the oatmeal bath.  When he isn't 
having a big attack, I don't give him a bath more than once every 6 months - 
but between the end of his bad season and the beginning of the next - it is 
less than six months to when I have to start again.
I have heard for humans who have the dry itchy skin to take the Aveeno 
colloidal oatmeal baths.  I think it is something in the oatmeal that soothes.
