It is normal for one dog to be dominate over another as long as he isn't attacking her outright. You should use the NILIF training to be Alpha over both and support the alpha male by feeding, petting and treating him first. Fights start when the owner tries to give the underdog attention etc first. Don't pet the female or baby her when she moves. More exercise will help as well cuz a tired dog is a good dog.
