Use a high value treat like cooked chicken or cheese and have him sit when 
approached. People can initally toss/drop the food at his feet then when he 
seems stable hand it to him without trying to touch.

My Chi, Max, was "unadoptable". He was on the Euthanasia list to be killed the 
day we went to the shelter. He is fear aggressive. We adopted him because of 
this, his issues were something we felt we could deal with. He adores us. I 
have taken him to school, I take him to the beach and dog park. He still has 
issues but we keep trying. We just warn people he doesn't care to be 
approached. He still growls when we take him out  from under his covers or out 
of his bed. He still dislikes large dogs but keeps his peace as long as they 
leave him alone.
 
We love him despite his issues.
