Diff lines mature at diff times as well. By standard sized parents do you mean 
they were 6lbs or under as per the AKC standard for Chihuahuas? Even with well 
bred dogs whose parents, grandparents and great grandparents etc were all 
Champions a sport can always be a throwback to a distant relative or set of 
genes on both sides. A BYB pup you never can tell until full grown as often a 
grandparent was a different breed. Two different vets at 2 diff times told IMPS 
a found pup was a MinPin. Both pups grew into Dobermans..lol. And many shelter 
pups of mixed parentage have grown much larger then expected so been returned 
do to condo etc restrictions. Temperament in pups can change too as well as 
structure so your best bet if you want a certain size or temperament is an 
older pup or adult. Many purebred Chi pups that look pure Chi have grown into 
Chihuahua/dachshund mixes. Or MinPin/dach mixes. A friend bought a Maltese with 
AKC papers from a fairly well known breeder and the pup grew into an Eskie mix.
