I thought (but I could be wrong) that anyone could purchase a copy of the PCI Specs 
for some $25.  Maybe I was wrong; I thought I saw this a few years ago, and it caught 
my attention then.  The $475 figure is probably for the whole package, including 
several related specs that you may not actually need.

You can also buy one of a number of books on PCI (by independent authors) that pretty 
much cover what's in the Spec.

Anyway, the "3.3Vaux" power pin is on pin number A14.  This is the supply rail that 
optionally delivers power when the main power is shut off.
