Most mobile phones have an RS-232 interface.
With the correct cable you can connect them
to a serial port (COM1..COM4) of a PC.

'Carrier detect' is the signal from a modem
to the computer saying that it is detecting
a data carrier signal from the modem on the
other end of the telephone line. Please
consider that most mobile phones contain a
complete (fax-)modem.
