I figured a little coil for current pickup on
the power line into a comparator, then a relay, but I was hoping for a simpler
solution.

I have something like this, but to bring it to the surface
could take hours and still I don't remember the details. Why don't you
try and pick up the 15kHz with some microphone OP and filter, a comparator,
I think this would do the trick without lot's of
problems.
