No need for detection. Do it the normal way.
Input terminals go to a bridge rectifier with an output filter capacitor.
Any common buck converter takes output of filter capacitor and converts to
12 volts.
No need for detection. The bridge passes DC directly and converts AC to DC.
It also is also not sensitive to reverse polarity when connected to DC.
