matra MHS has the 80C51-L and 80C31-L that only draw 1 Ma while in the power down mode. They also have a idle mode that draws less power than the running mode. They're also static so you cn slow them WAY down and they'll use less power than when running at full speed. You can slow them all the way down to 0 Hz and they then draw the same power as the power down mode.
