If I read your question correctly, you want PC software to
design 16 different sounds. What I think you may need is a
synthesizer or sound editing software.

A famous synthesizer rebuild in software is the Rebirth.One
published by Data Becker. You can also buy a software sound
studio by Magix, Ejay, Sonic Foundry or Music 2000 by Code
Masters.

Older versions of these programs can often be bought for a
budget price of 5..10 euro, but the latest versions are also
not really expensive (like 45 euro). Most of these programs
contain things like:
- synthesizer
- wave-form editor
- sound recorder
- multitrack music studio
- samples to compose with

In the synthesizer you should be able to lay an envelope
over the frequency of your choice.

You can also take a sinus-wave, change it's frequency and
use the envelope function in the music studio to produce
the frequency intermittantly.

Watch out for software that can only produce music in one
style like hiphop, techno or trance, because a lot of the
more sophisticated features of the software in these
low-cost versions have been removed.

When you can choose between Magix' Music Studio and
Music Maker, choose the first one, because it's more
professional. Also be aware that there is a deLuxe and
a normal version.

FastTrak in the UK has republished some of the version
7 versions of Magix in a low-budget series (7.50 euro
each), but on the site I can only find the latest
versions:
