I have encountered this problem before and researched it. I discovered I could buy complete a SMD CMOS oscillator chip as cheap as buying a rock and I got guaranteed parameters to boot. Seemed like a no brainier to me. Look at Fox Crystal or Epson America (not the printer folks) websites for specs.
