I am currently using ExpressPCB for Win98. I
developing a 2 sided layer of a through-hole board for
a tester. So far so good, I did the schematic and now
I'm doing the PCB layout. I'm about 2 weeks into this
project so far.

and then import a netlist?
That means entering the bits a second time. Is there a
better/quicker 
way out short of paying for the dongle?
I very much doubt if that would be practical.
