Your explanation makes a lot of sense and is therefore
probably right. But as someone trained in industrial
design I object to the idea that 16-bits is the normal
usage and 8-bits is a deviant form (and therefore allows
an unusual naming of pins). They should have assumed
8-bits to be the normal usage and have used a0.. to
address 8-bits memory and a1.. to address 16-bits memory
(as computer designers are used to).

But I could be wrong...
