Hi,

I designed one myself. There are several pcb manufacterers
over here (area around eindhoven, the Dutch silicon valley 
with Philips, ASML etc.) that can make a flox foil. You can design
it with a  normal pcb desing progam (I used Ultiboard). And you
can let the pcb manufacterer make a foil of it. But it is not cheap.
There are some extra setup costs involved.

I checked your website, this seems to be a hobby so 
probably has to stay cheap:
If you only make one device for your testing, you can also
build it 3D, thinking about it carefully and soldering the 
parts together without a board. And in 3D, when you really
make it 3D, the parts will make the whole thing strong enough.
Remember that in the tube age there were no boards? But
they mainly worked 2D.
