Forget your Eprom programmer, and try to find a universal programmer. The old HiLo systems ALL-03 or ALL-07 should be available for cheap now, as they need a fairly old machine and DOS in order to run the controlling software. You'll need a free parallel port for them.

PALCE is a name used by AMD only (back when they still owned their programmable logic dept.). These devices eat the same jedec files as GAL chips with the same number, but they need different programming algos that were only revealed to "certified programmer manufacturers", and HiLo was the cheapest of them (been looking at a Sprint... forget it).

I have never heard of a PAL18V8, but of PALCE18CV8 and PEEL18CV8 - please check for a typo. If you give me the manufacturer of that chip, I can check if it's supported with the ALL-07 I currently use (sold my ALL-03 for cheap a few years ago).
