Since the Kenwood requires echolink mode to key radio w/o VOX it uses RTS pin to key. I set Radio back to non-echolink and was able to read memories. Does CHIRP enable RTS pin in serial port when it reads memories? Would seem so.

With one of the programming cables I use with Baofeng units, the unit keys up as soon as Chirp accesses it.
