A RPi 3B that would be Linux, but then CHIRP was born on Linux, Windows came later... It is Python based. So if Bill is running it on and RPi it is most likely Linux. Windows does not do so good on small machines.
I do the same thing, i run CHIRP on an RPi. I got me a RPi 400 which is the RPi in a keyboard. That was one of the reasons. Now if we can just get the DMR radios to talk Linux that will be all I want.
